Planning & Environment Issues Report 1. PACT's Planning & Environment Issues Sub-committee have started their Summer break early because things are pretty quiet at present on the planning front! Our next meeting will be arranged for early September in time for PACT MCM of 7/9/04. 2. ex-CRC site, Young Street. New plans have been submitted. Scheme A - Ref 04/0510/FP Demolition and redevelopment for 15no. houses and alteration and change of use of the ragged school to 4no. dwellings. Scheme B - Ref 04/0522/FP Demolition and redevelopment for 18no. houses and alteration and change of use of the ragged school to 1no. dwelling. Case Officer is Michelle Guppy and comments are invited by 4th June. I have copies of the plans. Car parking in both schemes is within the site and underground.The idea of integral garages  with exit directly onto New Street has been abandoned. From the point of view of the houses proposed I prefer scheme B where the houses are 3-storey and the ragged school frontage remains more as it is at present. Scheme A has 4-5 storey houses at the St Matthew's Street end. Both schemes are ultra-modern in design. Scheme A has seamed copper roofing - much favoured by Peter Studdert I believe!  3. Cafe Afrika, The Studio, Sturton Street. Khal Sene and Daisy Lees have appealed against non-renewal of their public entertainments licence. I tried to contact the Appeals section at the Magistrates Court to clarify procedure and find out about residents' rights to comment/speak. Will have to phone again on 1st June. Verbal report if time permits. 4. Meeting with Cllr Nichola Harrison re allocation of S106 monies went ahead on 20th May. Verbal report - agenda item 5.2. 5. Meeting with Fionnuala Lennon and John Roebuck, to discuss further S 106 projects proposed by PACT, has been arranged for Tuesday, 8th June, at 9.00am.  6. Labgear site. Some consternation when a Building Control Officer, whom I chanced to meet on a visit to The Guildhall on 26th May, told me that Camstead Homes had planning permission to build flats on part of the site instead of houses which are not selling. I contacted Jennie Parsons who told me that they do not have permission to build flats. In the meantime, Harmke sent a polite enquiry to John Summers who has passed it on to Jennie Parsons to deal with, but at the same time, rather curiously we thought, ccing it to Principal Development Control Officers, Peter Carter and Sarah Dyer!!  I e-mailed my informant at Building Control to tell him that the planning dept had no knowledge of planning permission for flats on this site and asking him to watch that Camstead didn't pull a 'fast one' such as building the flats first and asking for permission afterwards!! 7. Grants to improve disabled access. Made enquiries of Ian Boulton, tel: 457111, re applying for a grant to build disabled access into the new community centre. But Ian told me that grants are available only to improve disabled access to existing buildings. 8. Safer City grant application - lighting in Rope Walk. Next deadline for applications is Monday 7th June. Ben Bradnack keeps referring, e.g. in Petersfield Voice, to the fact that PACT is applying for this grant (only because Ben landed us with the job!!). PACT's reputation is 'on the line' unfortunately!
