AGM - 12th November 2008 - minutesPresent: Richard Allen, Philly Owles, see attendance list. Apologies: Anna Lindsay, Daniel Gordon, Dorothy Runnicles. 1. Welcome and Minutes of the last AGMRichard opened the meeting by welcoming everyone and asked them to read the minutes of the last AGM. 2. Matters Arising - Questions from the floor(a)Young Street Site? Progress. Apparently back on the market and the application has gone back to appeal. (b)City Life? Progress. City Life are in the process of acquiring a site near the Kings Hedges Regional College Buildings. There is still a debate relating to the strip of land on the Howard Mallett Site. (c)What are the views of PACT on the use of the Howard Mallett Site? Debate followed about housing, open space, and trees, and the best use of land. A comment was made about the ugliness of the building, using the building as it is having merit for Community uses i.e. Community Radio and the Chinese Community. There was a question that with City Life moving away, the community may experience a more aggressive proposal from other prospective developers in the future. 3. Chair's ReportThis was given by Richard Allen. 4. Treasurer's ReportThis had been prepared by Glenys Malyon. Richard explained that Glenys had said that she wanted to step down this year as Treasurer. The meeting thanked her for all her hard work and wished her well. The Accounts were ratified. 5. Constitutional AmendmentThe proposal to change the wording of the PACT constitution to reflect its' Charity status was proposed by Martin Lewis and seconded by John Connett. Instead of 'Management Committee' the phrase 'Board of Trustees' will be Used and the word 'Committee' will be changed to 'Board'. Somebody from the floor raised the issue that PACT would have to declare the Annual Accounts to the Charity Commission. Richard said he would follow this up. 6. Elections1. Volunteers/nominations for main committee.These were as follows ; Richard Allen as Chairman proposed by John Connett and seconded by Philly Owles. Daniel Gordon as Secretary proposed by John Connett and seconded by Richard Allen. Dorothy Runnicles to be a Board Member proposed by Sheila Ingham and seconded by Valerie Neal. Anna Lindsay to be a board Member proposed by Cyril Offley and seconded by Philly Owles. Philly Owles to be Treasurer proposed by John Connett and seconded by Valerie Neal. 2.There were no nominations for new working party members.7. Any Other BusinessThere was none. PART 2Public meeting - Open ForumThere was general agreement that the card used for the AGM notice was easier to post through letter boxes, being firmer and thus more prominent for recipients to find amongst the "junk" mail. John Connett spoke about the wholesale destruction of mature trees in CB1 at ARU and he wondered whether it was worth linking the mature trees in with protecting our open space. Kevin Blencoe said that trees were always replaced by saplings. The meeting noted that ARU had put in an application for a 24 hour drinking of alcohol license. The meeting agreed that there should be a coordination of effort to prevent this. The meeting discussed the number of PACT members (which number 150 ). There was discussion about communications. Not everyone has access to the Web site, E. cops etc. It was also requested that larger print for the visually impaired should be considered when producing notices. Move the AGM to Summer. This was raised as it was felt that the cold dark nights of mid November were not going to get people out to a meeting. Raise awareness of crime and ASB. A new Pact member from Hooper St. is a Neighbourhood Watch coordinator and wants to find better ways of keeping residents informed. Improved use of noticeboards, more noticeboards and links to the E-cops bulletins via our own web site or even permitted poster walls like Newnham were the suggestions. There was mention of using the CEN's freebie 'What's on' pages to highlight local events and news items. There were calls for a smaller (in size and weight) ImPact magazine which could go out more frequently, or linking up with someone else's monthly magazine i.e. Church, whereby we could run a news item in PACT's name to keep our name in the spotlight more than it is now. There was a comment raised by Val about the 'Streets for People' consultation that happened in the past. The general feeling was that the consultation had achieved very little, if anything. People suggested that we revisit the consultation and breathe some new life into it, given we now have the Sustainable Communities Act to help enable improvements in the area. A Flower St. resident wanted to see physical improvements to the play facilities to encourage young families to use the park more. The new Station Road development would yield some S106 monies... could this put some life back in the park (or even help out with St. Matthew's Piece) There were positive reactions from the floor about the new layout for the end of Norfolk St. at CB1. It has given the street new life. A seat needs to be replaced on the grass near the phone box (there was one before).
